The Morgan County Health Department's PHEP/PHER Program is designed to develop emergency plans and standard operation guidelines for public health emergencies. Increasing the public health infrastructure became essential to the communities due to the events of September 11, 2001. The emphasis of the plans is to increase public education and preparation in the event of terrorist attacks and pandemics, by providing information on diseases and preparation of mass clinics should mass vaccination and prophylaxis is necessary. The Morgan County Health Department works closely with its regional partners, neighboring health departments, with the Ohio Department of Health, with the local and state Emergency Management Agency and Office of Homeland Security, and with the Center for Disease Control and Prevention. Diseases are monitored paying particular attention to increased and unusual incidents of diseases which could alert health authorities to outbreaks of disease or potential terrorist events.
